
Kim Daugherty
Chief Executive Officer
Kim has been a dedicated leader at Heartland for Children since 2003, serving in various roles, including Director of Prevention, Chief Community Relations Officer, and Chief Operating Officer. A proud Florida native and Florida State University graduate, she has called Polk County home for over 30 years. With a passion for building relationships, Kim believes that “without relationships, nothing else matters.” Her background includes working as a Certified Child Life Specialist in pediatric hospitals, supporting children facing trauma, abuse, and chronic illness. She has also led early childhood programs and teen pregnancy prevention efforts.
Kim plays an active role in shaping child welfare services across Florida, serving on statewide committees and speaking at national and state conferences. A graduate of the Bartow Chamber of Commerce Leadership Program, she has also served on community boards and had her work published. In her free time, Kim enjoys traveling, fishing, gardening, reading, and spending time with her family.

Fawn Moore
Chief Operations Officer
Fawn joined Heartland for Children in March 2023 but brings over 24 years of experience in child welfare. Her career began with the Pasco County Sheriff’s Office, followed by leadership roles with the Department of Children and Families and a partner Community-Based Care agency. She has extensive experience managing large teams and overseeing diverse child welfare programs. As COO, Fawn leads key operations, including adoptions, placements, foster caregiver recruitment and licensing, kinship support, and SB 80 MDT staffings. She also plays an active role in statewide child welfare efforts, serving as Co-Lead for the Florida Children’s Coalition Residential Group Care Subcommittee and contributing to multiple Florida Coalition for Children (FCC) committees. Outside of work, Fawn is a proud mother of four children, ages 17 to 28.

Tracy Grey
Chief Community Relations Officer
Tracy has been with Heartland for Children since 2004 and brings over 28 years of leadership experience in child welfare and juvenile justice. A Florida native, she earned her Bachelor’s and Master’s degrees in Criminal Justice and Criminology from East Tennessee State University. Tracy’s career began in Oklahoma City, where she worked as Assistant Program Director for a residential program for teenage boys. She later served as Executive Director of the Children’s Emergency Shelter in Arkansas before returning to Florida in 2003.
At Heartland for Children, Tracy has held several key roles, including Assistant Director of Placements and Licensing and Director of Organizational Development and Learning, before stepping into her current role in 2017. She has played a vital role in shaping child welfare policies in Florida, serving on the Florida Certification Advisory Board and Ethics Review Committee for Child Welfare. Tracy leads efforts in community engagement, prevention, and collaboration with agencies focused on education, juvenile justice, mental health, substance abuse, and more. In her free time, she enjoys traveling, spending time with family and friends, and relaxing at the beach.

Kellie Henwood
Chief Financial Officer
Kellie Henwood joined Heartland for Children in 2024, bringing decades of financial leadership experience. Originally from Wellsburg, West Virginia, she spent over 30 years as Finance Director at Weirton Medical Center before relocating to Florida in 2020, where she served as CFO of DeSoto Memorial Hospital.
Kellie and her husband, Gerry, enjoy life in the Sunshine State, spending time with their family, including her daughter, stepchildren, and two grandsons. In her free time, she loves going to the beach and cheering on the Pittsburgh Pirates and Steelers.
Passionate about Heartland for Children’s mission, Kellie is eager to contribute her expertise and is committed to supporting families through the vital work of the Financial Quad.
