Licensing Specialist - Trainer

Job Summary: 

This is a professional training position responsible for the development and delivery of training activities and providing guidance/support to licensing staff, foster caregivers, and community partners.

Essential Functions:

  • Establishes and maintains positive working relationship with HFC customers

  • Facilitate pre‑service and ongoing training for prospective and licensed foster caregivers using approved curricula and trauma‑informed practices

  • Ensure the transfer of learning from the classroom is demonstrated and practiced

  • Provide education on child development, trauma, behavior management, cultural competencies and the foster care system

  • Assess caregiver readiness, strengths, and areas for growth through observation, discussion, and structured learning activities

  • Offer individualized support and coaching to help caregivers apply training concepts to real‑life situations

  • Collaborate with licensing specialists, case managers, and community partners to ensure consistent support for caregivers

  • Maintain accurate training records, attendance logs, and documentation in accordance with agency and state requirements

  • Stay current on best practices, policy updates, and emerging research related to foster care and caregiver education

  • Create a welcoming, inclusive learning environment that encourages participation, reflection, and skill development

  • Collaborate with agency leadership to ensure training aligns with policy updates, best practices, and state regulations

  • Provide ongoing coaching and consultation to caregivers as they apply training concepts in real‑world situations

  • Support the transition of newly licensed caregivers into active placements by reinforcing readiness and confidence

  • Evaluate training effectiveness through feedback, assessments, and observation, and adjust approaches as needed

  • Assist with training specialists, case managers, agency staff, and community partners as needed

  • Perform other duties as assigned

Required Qualifications: 

Bachelors degree in social services or related field. Master’s Degree preferred. Child welfare certification is required. Two to three years’ experience in child welfare.
